Hence it was stated that the bill did not make online gabling illegal but made only the funding of your bet online illegal. In other words, it was the financial transaction and not the betting that was being criminalized.
In an effort to legalize internet/online gambling Rep. Barney Frank introduced the Internet Gambling Regulation and Enforcement Act in 2007. James McDermott also introduced the Internet Gambling Regulation and Tax Enforcement Act which had to do with regulation of gambling sites on the internet and also a collection of taxes on the bets made.
